Bear overwrites the compilation database unless asked to append, and a run that captures nothing therefore replaces a good database with an empty one. The fix is to make appending the default, but a script that depends on today's behaviour has no flag to name it with, so the break would land with no migration path. Document --overwrite as naming the current default. It changes nothing today; its value is the release of lead time it gives scripts before the default flips. The rationale entry records the name choice and why the two flags are rejected together rather than ordered by precedence. Requirement: output-append
