typos is a single Rust binary, so the devcontainer can install it the
same way as mdbook and it can run locally as a pre-commit check. CI and
the devcontainer pin the same version.

_typos.toml carries over the codespell skip list and allowed words, plus
the new false positives typos reports (HPE, -Iinclude, config.mak, ...).
