Normalize several configuration comments to a common format.
The proposed format is the following:
# This is the description of an option that can be arbitrarily long
# and for readability purposes can span multiple lines or paragraphs
#
# Default: foo
#sample-option=foo
Most of the configuration comments already conform to the above format,
empty comment lines are trimmed/added for the ones that don't.
Alignment for some example values is also normalized to be consistent.
Casing mismatch for default configuration keys in templates section is
also fixed.
