Marko Vejnovic 9336a7b4d2 feat(server): add admin commands to create, reset and delete users (atuinsh/atuin#4526) ...

Closes atuinsh/atuin#301. Closes atuinsh/atuin#1183.

- Adds `atuin-server admin user (create|set-password|delete)`.
- Refactors the ad-hoc username verification into a `NewUsername` type
- Refactors ad-hoc password generation to be `HashedPassword`, as well as fixes argon2 running outside of the blocking thread.
