Ubuntu Mainline returned HTTP 503 in 95 ms while listing kernel
packages, causing integration CI to fail immediately [1]. The metadata
retry policy only handled timeouts.

Retry 503 responses within the existing three-attempt limit, waiting
one second before each retry. Other HTTP errors still fail immediately.
