Trevin Chow 05c6fd72e6 docs(ce-setup): add getting started sections and remove redundant browser docs ...

New users now see /ce-setup as the first step after installation in
both READMEs. Moved ce-setup from Review & Quality to Workflow Utilities
and removed the standalone Browser Automation section since ce-setup
handles tool installation.
