Phase 1.2: define "thin local grounding" concretely (fewer than 3 direct
examples) and add adjacent-domain signal for external research triggers.

Phase 1.4b (new): reclassify Lightweight to Standard when the work
touches external contract surfaces (env vars, exported APIs, CI config,
shared types, external docs) so flow analysis and confidence bonuses apply.

Phase 5.3.2: always proceed to scoring when Phase 1.2 found thin local
grounding — prevents early exit that can miss factual errors the
structural checklist cannot catch.

Phase 5.4: recommend document-review first for Deep, high-risk, heavily
deepened, or thin-grounding plans where adversarial review adds the most
value.
