Plans and brainstorm docs were emitting absolute paths (e.g.
/Users/name/Code/project/src/file.ts) which breaks portability across
machines, worktrees, and teammates. Adds IMPORTANT directives and
per-field reinforcement to ce:plan, ce:brainstorm, and
repo-research-analyst to always use repo-relative paths.
