ce:plan now handles non-software tasks (trip planning, study plans,
events, etc.) instead of refusing them. A minimal detection stub in
Phase 0.1b routes non-software to a dedicated reference file with
quality principles, research guidance, and user-chosen file location.

- Detection stub: 3-way classifier (software / non-software / neither)
- Non-software path: ambiguity assessment, focused Q&A with skip option,
  proactive research for time-sensitive plans, domain-appropriate format
  (prescriptive vs options vs hybrid)
- "Neither" path: error messages, factual questions, quick-help requests
  get direct answers without any planning workflow
- LFG/SLFG: graceful stop for non-software tasks
- Software path: completely unchanged (~115 token overhead for stub)
