Kieran Klaassen 5b508b9129 fix: align skill count with 29 skills on main ...

The ce-sweep and ce-explain PRs each bumped the count line 27->28
identically, so git merged them without conflict and each branch was
green in isolation; after both merged, main has 29 skills on disk with
an assertion of 28, which is failing CI on the release PR.
