Trevin Chow f084fafe45 fix(ce-compound): stop asking a repo without standards to adopt them ...

A repo with no CODING_STANDARDS.md has made a valid choice, and ce-setup drafts
rules from solution records whenever someone runs it, so nothing is lost by
staying quiet. A rule-shaped lesson now stays in the learning, which never
mentions ce-setup. Only an attended report says once that it could be a standard.
