Trevin Chow 8917cd8a88 fix(agents): point agents at subset runs, skill guards, and the SKILL.md budget ...

Agents ran the full suite as their inner loop, used serial bare `bun test`
on directories, and found the 8,000-byte SKILL.md budget only after a test
failed. AGENTS.md now names `bun run test <paths>`, `bun run typecheck`,
the new `test:skill-guards` script, and the budget test; ce-skill-work
names the guard script at its validation step.
