Trevin Chow 1a643909e9 fix(tests): exclude eval fixtures from test discovery

Fixture projects under tests/skill-eval-cell/fixtures carry their own test
files, some deliberately failing, and bun discovered them in the repo suite.
A repo-root bunfig.toml ignores that tree; a guard test runs real bun
against the bunfig to prove the key is honored.
