Trevin Chow 39d51372f8 fix(ce-plan): show the scoping checkpoint before writing a brainstorm-sourced plan ...

On a Lightweight run from a brainstorm doc, Claude answered its own
planning questions and then wrote the plan with no scoping synthesis and
no auto-proceed announcement. The body now states the pre-write
checkpoint, and the write step checks the chat for it before writing:
answers to the planning questions are not that checkpoint. The
announcement must be a chat message, not a decision made in reasoning.
