Trevin Chow 7cbaa6bdf5 fix(ce-prototype): restore drafts under the pin visibility rule ...

Address PR review feedback (#1838). A draft restored after a reload
reattached to its selector even when the page came back on another
variant, so the composer moved over the wrong option. A draft now
reattaches only where a pin from it would show, and otherwise keeps its
saved placement. The build guidance also asks for variant names that are
unique on the screen, which is the condition the overlay's screen-wide
variant lookup relies on.
