Trevin Chow 77940e79f5 refactor(cli): remove dead Kiro writer and orphaned sync helpers ...

The Kiro writer became unreachable when #967 dropped kiro from the target
registry, and json-config, secrets, symlink, and getDetectedTargetNames lost
their callers when the sync command was removed in #609. Their tests only
kept the dead code alive; the json-config test also asserted a plugin-wins
merge that contradicts the live OpenCode user-wins rule.
