Remove most of the system-wide test checklist, "Test Continuously",
restated capabilities, the required post-deploy monitoring PR section,
and the missing linting-agent reference. A safeguard conflict the plan
settled by specifying the risky design is built as specified; one it
left open goes back to the requester. A wrong plan assumption is
corrected within scope and blocks only when the fix needs a decision,
authority, or input the run lacks.
