A contested review item whose decision needed only judgment, not authority the run lacks, parked as needs-human with no attempt to decide it, which is how ce-babysit-pr ended in a stalemate. The rubric now splits those items: authority-bound ones (security, billing, data, product calls, out-of-envelope actions) still escalate untouched; judgment-bound ones go to ce-pov with an oracle panel request, and a positioned verdict inside the envelope is applied as the ordinary verdict it names with the reasoning and concurring peers on the thread. Blocked, no-lean, out-of-envelope, or ce-pov-unavailable results still park, now carrying the adjudication. Pipeline, full, and targeted modes route through the same section. A contract test pins the split, and two eval cells plus a fixture grade the declared route pre and post on Claude and Codex.
