Trevin Chow b516a20dd4 fix(cross-model): keep the OpenCode prompt ahead of variadic --file ...

OpenCode declares --file as an array option, so the positional message
emitted after it was read as a second attachment and the peer exited
with "File not found" before any model call. ce-pov and ce-work now emit
the message first, matching the review adapters fixed in #1730.
