Trevin Chow 857a92e009 fix(ce-prototype): keep annotation pins click-through ...

A hoverable pin sat over the exact point that was clicked, so a note on a
button or slider blocked that control until the note was applied. Pins
are click-through again, and the comment shows in a small tip when the
pointer is over a pin.
