Trevin Chow cdbd01f4c1 fix(peer-job-runner): sweep pre-reuse child subtrees after pid recycle (#1541) ...

A recycled leader pid mixes stale-PPID orphans with the new process's own
children. Apply the start-time cutoff only to direct children, then kill
each pre-reuse child's full subtree — including descendants spawned after
reuse.
