Trevin Chow 9a48e877c3 fix(ce-bakeoff): drop experimental labeling from skills and guides

The "experimental" label decided nothing at runtime: every site that
carried it already stated the real gate separately ("only when explicitly
requested"), and that gate is untouched here.

Also removes the guide sentences that existed only to justify the label —
the trial-status hedge in ce-bakeoff.md and the criteria for a future
automatic integration. What remains is behavior: bake-off runs only on an
explicit request, general automatic routing is not enabled, and ordinary
caller behavior is unchanged without a request.

ce-sweep's email source and ce-pov's Trial verdict are unrelated uses of
those words and are left alone.
