Trevin Chow 5b679fa79a fix(ce-plan): run a Bake-off on its own when a costly technical choice stays open ...

Planning no longer waits for the user to ask. After research, a Standard
or Deep Durable plan routes to ce-bakeoff when a consequential HOW is
still open, its alternatives need development rather than judgment, and
reversing the choice later would be costly. A settled choice, alternatives
already concrete enough to judge, a budget the competition cannot fit, or
an instruction to just pick one keeps planning on the ordinary path, and
the plan says why. An unresolved return that waits only on a user
preference becomes an open decision so headless runs continue.

ce-brainstorm keeps its explicit-request integration.

Seven catalog rows cover both directions of the gate.
