Reviewer collection had the shape the validator had before #1688: an unbounded wait for a terminal outcome, no on-disk contract, and no budget in the reviewer prompt, so one reviewer that never returned held the round open. Each reviewer's run-dir artifact is now the fact, the orchestrator repeats the host's blocking wait back to back until every artifact or terminal outcome lands or the template's 20-minute limit passes since launch, and a reviewer missing at that limit is a failed reviewer under the existing degraded-coverage rules. The reviewer prompt states its budget and writes the artifact before returning. The agent lifecycle rule moves from the body to the dispatch reference to keep the body under Codex's 8000-byte cap.
