Trevin Chow 961a4b276e fix(ce-code-review): stop a reviewer whose artifact landed while its launch is live ...

A reviewer that writes its artifact and then hangs before returning was
collected but kept its agent slot into Stage 5b. Stop that launch before
leaving Stage 4 so the lifecycle rule releases it before the validator
starts.
