Trevin Chow dfa8788c1d chore(code-review): remove cli-readiness reviewer agents ...

Drops the standalone ce-cli-agent-readiness-reviewer audit agent and the
ce-cli-readiness-reviewer conditional persona from ce-code-review. Both
agent prefixed names are added to the legacy-cleanup registries so stale
flat-install artifacts get swept on upgrade.
