Trevin Chow 6f82ca2b36 refactor(skills): remove andrew-kane-gem-writer, dspy-ruby, deploy-docs, every-style-editor, changelog ...

Remove five skills from the plugin and clean up their references:
- Drop skill directories under plugins/compound-engineering/skills/
- Remove rows from the README skill tables
- Remove mentions from ce-best-practices-researcher's topic mapping
- Add the ce-prefixed names to the stale-artifact lists so existing
  installs clean up the orphaned directories on next install
