Both capture routes listed add, refine, and fold while the neighborhood pass they
run separately requires fixing glossary violations, and both report templates
count scrubbed outcomes. The subset statements were therefore narrower than the
work the same step mandates, leaving scrubbing unauthorized on the routes that
have to perform it.
