Trevin Chow f9962a91e7 fix(ce-agent-native-architecture): resolve "review" routing conflict ...

Option 13's matchers still contained "review" inherited from the
original skill, but option 14 ("Review / checklists") is now the
intended destination for review-style queries. A user typing "review"
or "review checklist" hit option 13 (refactoring) instead of the new
checklists reference.

Drop "review" from option 13 (refactor, existing, migrate). Add
"review" and "audit" to option 14.
