The contract test still asserted the old Phase 3.5 forced-review design,
which this branch removed. Updated to match the new contract: no Phase 3.5,
menu surfaces "Agent review of requirements doc" as a first-class option,
and the subsequent-round residual-findings hint is a prose "Post-review
nudge" rather than a menu fixture.
