David Benson 50c2fc7a22 ci: source release VERSION from drawio-dev in build workflows ...

Build CI now copies drawio-dev/VERSION over drawio/VERSION (and builds
from the release branch HEAD rather than a matching diagramly tag), so
the public drawio submodule can lag the internal release without any
change to sync.cjs. prepare-release treats drawio_ref as truly optional
and guards the public ChangeLog link with a tag-existence probe.
