Robert Fleischmann d5527c7cda feat: max, gauges, responsive sizing, fill, track border, canvas class ...

Clears the feature backlog that had accumulated since 2013. Everything is
opt-in; a chart constructed with no options renders as it did in 3.0.1.

max sets the value that fills the bar, so a chart can show units other than
percentages. The renderer works in value space, so callbacks and barColor
still receive the raw value and labels need no conversion. (#180, #76)

arcLength limits the sweep in degrees. Combined with rotate it produces
semi-circular gauges; the track and the scale follow the same arc. (#110)

responsive observes the host element with ResizeObserver and rebuilds at the
new size, preserving the current value. Guarded against no-op and collapsed
resizes so the canvas and host cannot size each other in a loop, and degrades
quietly where ResizeObserver is unavailable. (#56)

fillColor fills the disc inside the ring, inside the track rather than under
it. trackBorderColor draws a hairline along both track edges and is included
in the radius budget so it cannot clip. canvasClass replaces the hardcoded
class name. animate.duration accepts a (from, to) => ms function.
