Because: - Review and follow-up discussion changed the reasoning behind option 3 without changing the decision. This commit: - Marks 0049 accepted and records the full set of deciders. - Records that the service-to-scope map moves to the web channel (FXA-14509). - States no-scope-escalation as a constraint. - Corrects the implication that option 1 cannot offer optional scopes. - Adds first-party framing, scope hierarchy, and node-oidc-provider notes.
