* deps: declare every package's direct imports
With nodeLinker: hoisted, a package can import a dependency it never
declares and get whatever version happens to be hoisted. Declare them
explicitly, using the same specifiers and locked versions the rest of
the workspace already uses:
- workers: cheerio, winston, @trpc/server, @paralleldrive/cuid2
- web: hono, @lexical/{code,link,utils}, and bcryptjs (tests only)
- shared-server: zod, drizzle-orm
- trpc: @opentelemetry/api
- shared-react, plugins: zod
- browser-extension: @radix-ui/react-switch
- sdk: vite-tsconfig-paths (dev)
- mobile: metro-cache and @tailwindcss/typography (dev). The config
plugins now import from expo/config-plugins, Expo's re-export, instead
of the undeclared @expo/config-plugins.
Also move husky to devDependencies, which clears sherif's
root-package-dependencies warning.

* deps: keep cheerio-select's existing css-select/css-what resolution
Declaring cheerio in workers made pnpm retarget cheerio-select to
css-select 5.2.2 / css-what 6.2.2. Keep the versions it resolved before
(5.1.0 / 6.1.0) so this change only adds declarations.
