In preparation for RSS_SET handling in ethnl introduce Netlink
notifications for RSS. Only cover modifications, not creation
and not removal of a context, because the latter may deserve
a different notification type. We should cross that bridge
when we add the support for context add / remove via Netlink.

This patch introduces the ability to configure the PSE PI budget evaluation
strategies. Budget evaluation strategies is utilized by PSE controllers to
determine which ports to turn off first in scenarios such as power budget
exceedance.
The pis_prio_max value is used to define the maximum priority level
supported by the controller. Both the current priority and the maximum
priority are exposed to the user through the pse_ethtool_get_status call.
This patch add support for two mode of budget evaluation strategies.
1. Static Method:
This method involves distributing power based on PD classification.
It’s straightforward and stable, the PSE core keeping track of the
budget and subtracting the power requested by each PD’s class.
Advantages: Every PD gets its promised power at any time, which
guarantees reliability.
Disadvantages: PD classification steps are large, meaning devices
request much more power than they actually need. As a result, the power
supply may only operate at, say, 50% capacity, which is inefficient and
wastes money.
Priority max value is matching the number of PSE PIs within the PSE.
2. Dynamic Method:
To address the inefficiencies of the static method, vendors like
Microchip have introduced dynamic power budgeting, as seen in the
PD692x0 firmware. This method monitors the current consumption per port
and subtracts it from the available power budget. When the budget is
exceeded, lower-priority ports are shut down.
Advantages: This method optimizes resource utilization, saving costs.
Disadvantages: Low-priority devices may experience instability.
Priority max value is set by the PSE controller driver.
For now, budget evaluation methods are not configurable and cannot be
mixed. They are hardcoded in the PSE driver itself, as no current PSE
controller supports both methods.

Commit under fixes switched to uAPI generation from the YAML
spec. A number of custom defines were left behind, mostly
for commands very hard to express in YAML spec.
Among what was left behind was the name and version of
the generic netlink family. Problem is that the codegen
always outputs those values so we ended up with a duplicated,
differently named set of defines.
Provide naming info in YAML and remove the incorrect defines.

Multi-PTP source support within a network topology has been merged,
but the hardware timestamp source is not yet exposed to users.
Currently, users only see the PTP index, which does not indicate
whether the timestamp comes from a PHY or a MAC.
Add support for reporting the hwtstamp source using a
hwtstamp-source field, alongside hwtstamp-phyindex, to describe
the origin of the hardware timestamp.
Remove HWTSTAMP_SOURCE_UNSPEC enum value as it is not used at all.

The phy-upstream enum is already defined in the ethtool.h UAPI header
and used by the ethtool userspace tool. However, the ethtool spec does
not reference it, causing YNL to auto-generate a duplicate and redundant
enum.
Fix this by updating the spec to reference the existing UAPI enum
in ethtool.h.

For packets with two-step timestamp requests, the hardware timestamp
comes back to the driver through a confirmation mechanism of sorts,
which allows the driver to confidently bump the successful "pkts"
counter.
For one-step PTP, the NIC is supposed to autonomously insert its
hardware TX timestamp in the packet headers while simultaneously
transmitting it. There may be a confirmation that this was done
successfully, or there may not.
None of the current drivers which implement ethtool_ops :: get_ts_stats()
also support HWTSTAMP_TX_ONESTEP_SYNC or HWTSTAMP_TX_ONESTEP_SYNC, so it
is a bit unclear which model to follow. But there are NICs, such as DSA,
where there is no transmit confirmation at all. Here, it would be wrong /
misleading to increment the successful "pkts" counter, because one-step
PTP packets can be dropped on TX just like any other packets.
So introduce a special counter which signifies "yes, an attempt was made,
but we don't know whether it also exited the port or not". I expect that
for one-step PTP packets where a confirmation is available, the "pkts"
counter would be bumped.

The hds-thresh option configures the threshold value of
the header-data-split.
If a received packet size is larger than this threshold value, a packet
will be split into header and payload.
The header indicates TCP and UDP header, but it depends on driver spec.
The bnxt_en driver supports HDS(Header-Data-Split) configuration at
FW level, affecting TCP and UDP too.
So, If hds-thresh is set, it affects UDP and TCP packets.
Example:

The default/min/max values are not defined in the ethtool so the drivers
should define themself.
The 0 value means that all TCP/UDP packets' header and payload
will be split.

Introduce support for ETHTOOL_MSG_TSCONFIG_GET/SET ethtool netlink socket
to read and configure hwtstamp configuration of a PHC provider. Note that
simultaneous hwtstamp isn't supported; configuring a new one disables the
previous setting.

Either the MAC or the PHY can provide hwtstamp, so we should be able to
read the tsinfo for any hwtstamp provider.
Enhance 'get' command to retrieve tsinfo of hwtstamp providers within a
network topology.
Add support for a specific dump command to retrieve all hwtstamp
providers within the network topology, with added functionality for
filtered dump to target a single interface.

Reshuffle definitions that are gonna be generated into
ethtool_netlink_generated.h and match ynl spec order.
This should make it easier to compare the output of the ynl-gen-c
to the existing uapi header. No functional changes.
Things that are still remaining to be manually defined:
- ETHTOOL_FLAG_ALL - probably no good way to add to spec?
- some of the cable test bits (not sure whether it's possible to move to
spec)
- some of the stats definitions (no way currently to move to spec)
