Hangbin LiuandGreg Kroah-Hartman 7777ca11a4 tools/net/ynl: ethtool: fix crash when Hardware Clock info is missing

Fix a crash in the ethtool YNL implementation when Hardware Clock information
is not present in the response. This ensures graceful handling of devices or
drivers that do not provide this optional field. e.g.

Print the nested stats attribute containing timestamping statistics when
the --show-time-stamping flag is used.

Rahul RameshbabuandJakub Kicinski 85a4abed15 tools: ynl: Rename ethtool to ethtool.py 
Make it explicit that this tool is not a drop-in replacement for ethtool.
This tool is intended for testing ethtool functionality implemented in the
kernel and should use a name that differentiates it from the ethtool
utility.
