Gao Xiang 62b241efff MAINTAINERS: erofs: add EROFS webpage ...

Add a new `W:` field of the EROFS entry points to the documentation
site at <https://erofs.docs.kernel.org>.

In addition, update the in-tree documentation and Kconfig too.
