Chen Pei b91ef042e2 tools: riscv: Fixed misalignment of CSR related definitions ...

The file tools/arch/riscv/include/asm/csr.h borrows from
arch/riscv/include/asm/csr.h, and subsequent modifications
related to CSR should maintain consistency.
