Oded Gabbay 6a4aaf1d84 habanalabs/gaudi: fix LBW RR configuration ...

Couple of fixes to the LBW RR configuration:

1. Add missing configuration of the SM RR registers in the DMA_IF.
2. Remove HBW range that doesn't belong.
3. Add entire gap + DBG area, from end of TPC7 to end of entire
   DBG space.
