Greg Kroah-Hartman 6741dd3fd3 Revert "workqueue: Implement system-wide nr_active enforcement for unbound workqueues" 
This reverts commit 5a70baec22 which is
commit 5797b1c189 upstream.

The workqueue patches backported to 6.6.y caused some reported
regressions, so revert them for now.
