Thomas Graf cabcac0b29 [BONDING]: Remove CAP_NET_ADMIN requirement for INFOQUERY ioctl ...

This information is already available via /proc/net/bonding/*
therefore it doesn't make sense to require CAP_NET_ADMIN
privileges.
