dkearns 2c51e15b66 runtime(vim): Update syntax file, improve :substitute matching (#14093) ...

- Differentiate between :substitute and substitute(), fixes #13883.
- Match all allowed :substitute delimiters.
- Remove leading context from :substitute matches.
