428e76214e chore: drop legacy WhatsNew 
This feature was not used in 8 years and from frontend did not even
properly work anymore and was implemented using deprecated API.
So get rid of it.

The last version that was using a changelog from the changelog server
was Nextcloud 20.

We use the firstrunwizard nowadays for informing about Nextcloud
changes in new releases.

1163638d3d refactor(core): migrate OCP.Comments away from jQuery 
The API was not yet deprecated but is not used anymore,
so 1. added a deprecation so we can get rid of it in the future.
But until then we need to drop jQuery so refactored the code to use
vanilla JS.

085aab24ff chore: fix usage of deprecated functions and adjust code style 
This solves 57 ESLint warnings by replacing deprecated code with `@nextcloud/` libraries,
as well as adding missing type information, importing jQuery instead of relying on global one,
and the same with Moment.js.

02694411a8 fix: Make URL pattern regexes match localhost and URLs with ports 
E.g. the file reference widget should work with links to Nextcloud on
localhost.

This adjusts the URL pattern regexes in server to be in sync with the
ones in `@nextcloud/vue`. See nextcloud-libraries/nextcloud-vue#5176
for further details.

916c95758f Rename parameter in OCP.Toast for consistency with OC.Notification 
This fixes HTML messages in "OC.Notification.showTemporary" (as
"showHtml" was not set based on "isHTML"), and also makes OCP.Toast to
keep the old OC.Notification API when used directly.
