Ferdinand Thiessen b27e4956d1 refactor(NavigationManager): move navigation definitions into apps 
The manager itself does not need to know what hardcoded-things an app provides,
instead the apps itself should handle this.

Micke Nordin 3b5107bc96 feat(http-sig): OCM Ed25519 keys, JWKS endpoint, http-sig capability 
OCM dual-stack integration of RFC 9421 alongside the existing cavage
publicKey path:

- OCMSignatoryManager: Ed25519 active/pending/retiring slot rotation
  backed by numbered pool appkeys, getRemoteKey for inbound JWK lookup
  with per-origin cache + cache-miss refetch, and getLocalEd25519Jwks
  for the JWKS endpoint.
- Rfc9421SignatoryManager: per-call wrapper that swaps in the Ed25519
  signatory and toggles `rfc9421.format`.
- OCMJwksHandler: serves /.well-known/jwks.json (RFC 7517) when signing
  is enabled.
- OCMDiscoveryService: advertises `http-sig` in capabilities when
  signing is enabled, and picks the signature scheme on outbound based
  on the remote's advertised capabilities.
- Application.php: register the JWKS well-known handler.

nfebe 2053112887 fix(unified-search): Remove hard-coded search result limit 
A change added in https://github.com/nextcloud/server/pull/45317 introduced
a hard stop (25) that prevents full search results from showing up.

If there are more than 25 search results for a query only 25 can be seen.

So two main issues:

- Only 25 results can be seen in total no matter what.
- Breaks web client pagination, which typically adds 5 results per request.

Louis Chemineau fccb13e8ac feat(unified-search): Use existing min search length config 
This setting existed already for the legacy unified search.
This commit expose that setting to the new front-end, and
also ignore non valid requests in the backend.

We also take the opportunity to register the config in the lexicon.

Ferdinand Thiessen a18e61a1e5 feat(files_sharing): add config option for extending link-share permissions 
This allows the admin to control the behavior whether link shares with
READ permissions should be extended to also gain SHARE permissions,
allowing users (public share receivers) to add the share to their cloud.
