Ferdinand Thiessen 691aedd13e fix(db): set session timezone to UTC 
Some (well all except sqlite) database platforms support timezone
configuration. The problem is that we expect everything in UTC,
but some servers might have set some different default (e.g. in database
configuration or even just because of `TZ` environment variable).

This causes incorrect values when expecting `NOW()` to return the
current time in UTC.

For PHP we already enforce UTC as timezone, this PR adds a middleware
that enforces UTC also as the database connection / session timezone.

Ferdinand Thiessen 2525e73caa fix(DB): Sanitize host parameter for postgres databases when IPv6 address is passed 
Doctrine is using `pg_connect` with the `host` parameter, this does not allow IPv6 addresses in URI notation.
So we need to extract the IP address and pass it directly

Morris Jobke 713f684a8b Adding tests for 4 byte unicode characters 
* success on SQLite and Postgres
* failure on MySQL due to the limited charset that only supports up to 3 bytes

Add config option to update charset of mysql to utf8mb4

* fully optional
* requires additional options set in the database

Adding docker based unit test execution for mysql utf8mb4

Add mysqlmb4 test configuration to Jenkinsfile

fix collation on utf8mb4

Properly setup charset and collation in the doctrine connection

Allow files containing 4-byte chars in case the database supports it

During setup of a mysql database we try to detect if charset 'utf8mb4' can be used

Fix mysql settings

Add console command to migrate the charset

Set ROW_FORMAT before setting collation to mb4

Also select tables with wrong collation

Faster MySQL docker
