fde6914ae1 fix: Adjust colors of app menu and dashboard 
Those elements are shown directly on the background which has the `color-primary`,
so they need to use `color-primary-text` instead of `color-primary-element-text` for guranteed contrast.

6982597b6a feat(dashboard): implement widget item api v2 
This API enables the dashboard to render all widgets from the API data
alone without having apps to provide their own bundles. This saves a lot
of traffic and execution time as a lot less javascript has to be parsed
on the frontend.

c5ab8fa361 Improve dashboard default scrollbar behavior 
- Decrease spacing so that scrollbar doesn't appear on laptop screen
  when having one row of panel
- Move scrollbar to content so that on chromium the scrollbar is not so
  ugly

800f6b350e dashboard: Fix dark theme detection 
When system default color theme is selected for theming,
the enabledThemes array is empty or just contains one entry 'default',
in this case the color theme has to be retrieved from the browser.

c1499519d4 Improve accessibility with more visible focus indication for non vue apps 
- Add visible-focus effect on each header entry
- Show focus outline when using focus-visible (keyboard navigation)
- Add polyfy for focus-visible since it's only very recently available
  on webkit
- Change text for link to home button to describe the destination and
  not the current page
- Improve focus effect in app sidebar navigation
