691f570237 chore: Enable ESLint for apps and fix all errors 
Nevertheless this causes a huge amount of new warnings.
Previously the shell script for directories to lint was wrong it was generating all app names to lint,
but was missing the `apps/` prefix. Causing only `core` to be linted.

6d56f3557d feat: Add back searching in disabled user list 
When disabled users where moved to their own endpoint we overlooked
 search, so adding it back.
The search is done case-insensitive in uid and display name.

b156bcd329 fix(settings): When testing server stability, request URL with trailing slash 
This prevents one HTTP request for most situations (301 from `apps/files` to `apps/files/`)
and helps users with faulty reverse-proxy configuration.

5453c1d7fa feat(settings): Allow to sort groups in the account management alphabetically 
We can do this purly in the frontend - but when enforced from the backend using the existing system config,
we need to follow the requirement. We then show a warning about the configuration.

7c8a901b84 Cleanup admin settings js files 
* Move admin.js to webpack, so that this use the bundled jquery files
  instead of the deprecated window.$ Also fixing formatting

* Remove log.js that seems to be from a time where logreader was bundled
  with server and I couldn't find an usage of it anymore

* Fix recent regression in rebuild navigation function (now not depending on
  jquery anymore and bundled by webpack).
