Kay Hayen 21e68f0278 Fix, namespace path creation used the compile time module name
* The "__path__" of compiled namespace packages was created with the
compile time full name of the package, which does not necessarily match
the "__name__" the module has at run time, and then the namespace path
cannot find its submodules, e.g. for a nested implicit namespace
package inside a compiled package, see also issue #4086.

* Use the module "__name__" attribute reference instead, so the runtime
name is used, and added a distutils test with a compiled package that
has a regular sub-package with an implicit namespace sub-package below
  it.
