Steffeeen bf12bd3354 Always advertise the SourceKit-LSP semantic tokens legend 
Before this commit, we advertised the clangd semantic tokens legend even
though we translated the semantic tokens from clangd into SourceKit-LSP
semantic tokens. This lead to clients interpreting the semantic tokens
from clangd in an incorrect way.
