Looks like the warnings we emit when we detect `BindingReducer` is
missing are only applied to view stores, and were not ported over to the
newer observable store bindings.
This PR fixes that, though the main caveat is the messages can't seem to
point to any good context. These bindings are derived from dynamic
member lookup, which can't include source context like file/line.

integrated with a reducer when path elements are pushed or popped from
the stack, and I realized that we could do similarly for `ifLet` during
dismissal.

We currently soft-fail if a persistence key is reused across different
types. At runtime a persistence key will write over the other's value,
and vice versa, and data is lost.
Reusing the same file storage URL or app storage key with conflicting
types is a programmer error and ideally should crash over data
corruption.

If SwiftUI writes to a binding and the state is invalid (it is not
inserting or removing elements from the stack), then the most likely
cause is a missing `forEach` in the reducer (or a missing integration in
some parent reducer).
This commit adds a runtime warning to detect this issue.

Currently, popping two layers in a nav tree will cause intermediate,
invalid stores to send `dismiss` actions when they shouldn't. This
branch avoids this by checking the store's validity before sending the
action along.
Fixes#3031.

These current disfavored overloads can lead to more difficult to debug
error messages, like when trying to form a binding over bindable actions
with state that isn't equatable.
`ForEachStore` implicitly used `id: \.state.id` under the hood, so a
naive migration to `ForEach` might miss this detail. Let's be more
explicit in our documentation and migration guide to avoid this issue.
In the future it might be possible to address better in the library
itself, but for now the requirement for stores to be identifiable for
other forms of navigation means allowing for this.

In TCA it is considered a bug to send an action to a child feature when
it is dismissed.
In SwiftUI, a focused text field binding will write to itself when the
view it is presented in is dismissed.
So if you derive a TCA binding to a text field in a dismissable child
feature, dismissing said feature will write to the text field and cause
a warning to be emitted.
To work around this, we set a task local, and are currently setting it
in debug-only methods that construct a binding from scratch. Creating
bindings from scratch unfortunately leads to issues with animations, so
we should avoid doing so.
Instead, we can leverage properties on store that bindings are derived
from and suppress the warnings from there.
